President and CEO
Becky Reed is the President and CEO of Reed Integration, Inc., an 8(a), Woman-Owned, Small Disadvantaged Business based in Virginia, and was the 24th person in the world to achieve the credential of INCOSE Expert Systems Engineering Professional (ESEP) in 2010.
An Aerospace Engineering graduate of the University of Alabama, Ms. Reed is a nationally recognized authority on systems engineering and risk management and their applications in government and commercial markets. Her career includes leadership roles in establishing and managing systems engineering and risk management processes for aerospace, information systems, nuclear technology, and ecological science programs.
Through Reed Integration, Inc. (RII), Ms. Reed has supplied technical and management consulting services including "turn-key" setup and implementation of systems engineering processes for government clients. Ms. Reed also provides customized technical training to government and commercial clients across the United States and offers public courses on various systems engineering, management, and leadership topics.
In association with Old Dominion University (ODU), her company continues to provide the very successful Professional Certificate in Systems Engineering to clients such as the US Navy/SPAWAR, Northrop Grumman Ship Systems, and Northrop Grumman IT. In addition to the Professional Certificate in Systems Engineering, RII and ODU also provide Professional Certificates in Project Management and in Program Management.
Ms. Reed designs and develops the systems engineering training programs that RII offers including the 2-Day and 3-Day CSEP Power Prep courses that prepare students to sit for the INCOSE Certified Systems Engineering Professional (CSEP) certification exam.
A former President of the Huntsville, Alabama, chapter of INCOSE, Ms. Reed has also served as Director of Programs, Vice-President, and President for the Hampton Roads Area Chapter of INCOSE. She received the Outstanding Service Award from INCOSE at the 2007 International Symposium for her work with the Huntsville, Alabama, and Hampton Roads Area Chapters and was a Region V Representative on the INCOSE Member Board for 2007 and 2008.
Ms. Reed is also the Past-President of the Peninsula Engineers Council and is a member of the National Association of Women Business Owners (NAWBO) and the Project Management Institute (PMI)®. In December 2007, she received the "2007 Women in Business Achievement" award presented by INSIDE Business in the Hampton Roads area of Virginia. She is also a member of the Hampton Roads Small Business Insight Owners' Council, and Women in Defense Greater Hampton Roads (WIDGHR).

J. Steven Waddell, MBA, PMP is Vice President of Reed Integration, Inc., where he provides executive leadership and customer development. His focus is on expanding the company's current base of professional service and training offerings into new markets and with complimentary service offerings.
These include but are not limited to: program/project management, risk management and business process improvement, and systems engineering
Steve is a Senior Executive with over 28 years of experience highlighted by accomplishments in a variety of business and IT settings. In his leadership capacity, Steve has accountability for RII's program / project management service and training operations and its overall marketing and business development efforts. Since joining the company, he has led numerous programs, managed many client relationships, and supported the growth and diversification of the business. Prior to joining RII, Steve led programs and projects in major defense and information technology industries.
Steve holds an Masters in Business degree with an emphasis on Management from Florida Institute of Technology, and earned his Project Management Professional (PMP)® certification from the Project Management Institute. He is a founding member and past Vice President (2006) of the Hampton Roads Chapter of the Project Management Institute (www.pmihr.org), as well as a founding member and Past President (2000-2002) of the Hampton Roads Area Chapter of the International Council on Systems Engineering (www.incose.org/hra). As a member of TidewaterArea Service Contractors, he also serves on the Tidewater Government Industry Council (http://tasc-tgic.org/tgic/). He is also a member of the Association of Proposal Management Professionals (APMP).
Steve has authored numerous papers and presentations on project management and risk management topics and is frequently request to speak at various events around the country. He also served as a guest author for Chapter 11 of the book Project Requirements: A Guide to Best Practices.

Vice-President of Midwest Operations
R. Allan Ray is a nationally reknown authority on the application of Systems Engineering processes in government and commercial markets with more than thirty years experience in many diverse markets.
These include military space, civil space, DoD weapon systems, commercial storage/IT, electronic manufacturing and medical device manufacturing. He holds a Bachelors and Masters in Electrical Engineering. Mr. Ray's career includes technical leadership and senior management roles in establishing and managing systems engineering and risk assessment processes for major Systems Engineering projects in NASA and DOD.
An experienced change agent, he re-engineered existing engineering teams in four organizations to provide a full range of Systems Engineering products in response to customer's need for integrated management of the program. Mr. Ray has conducted Systems Engineering Capability Assessments (SE CMM) as part of company process improvement initiatives and as a third party assessor for outside corporations.
His manufacturing experience includes implementation of ISO 9001-2000 and sustained certification in a high technology production environment. He is certified in 21CFR 820 GMP and is experienced in medical device manufacturing. Mr. Ray is experienced in Six Sigma methodology and application in manufacturing processes. He is a trained Six Sigma Champion.
Mr. Ray has instructed System Engineering courses in industrial (INCOSE sponsored workshops, conferences, tutorials) and academic (University of Alabama, Huntsville) environments. Subject areas included Risk Assessment/Management, Technical Performance Measures, Requirements Analysis and Tailoring the Systems Engineering process to commercial programs.
James (Jim) Hodges
Senior Advisor and Business Development Consultant
Jim serves as senior advisor and business development consultant with over 45 years of engineering/program management and senior leadership in government and private industry. He has extensive background/experience in services contracts.
Jim has worked for mid-size and small businesses where the primary marketing focus and contracts included DOD, DHS(USCG), and Department of State. He has started several small business entities with the business model focusing on subject Matter Experts(SME) that provided programmatic support, organizational re-structuring and collaboration.
Jim retired from the Naval Electronics Systems Command (now SPAWAR Atlantic) as the technical Director/Senior Manager where he led a workforce of over 300 engineering personnel and 1500 man-years of contractor support. The work involved C4ISR systems for the US Navy (afloat and ashore), National Science Foundation (Antarctica), and selected Foreign government FMS cases(Saudi Arabia, Spain, Greece, among others.)
Jim served on active duty with the US Air Force where he worked on a number of research and development projects at Mitre Corporation and Cape Kennedy. He graduated from The Citadel with a BS in Physics and has done post-graduate work in Engineering and Operations research at Northeastern University, Boston, Mass and Old Dominion University, Norfolk, Va. He is a charter member of the Hampton Roads chapter of AFCEA, member of Hampton Roads Technology Council, instructor for USCG auxiliary National maritime safety courses and past president of Rotary and Ruritan clubs.
Director, Advanced Analytics
Justin Hornback is a Senior Engineering Project Manager for Reed Integration, Inc. (Reed). Justin has over ten years of experience in engineering, analytical analysis, and project/risk management.
Justin is the program manager for Reed Integration, Inc.’s efforts providing schedule and cost analysts to NASA’s Independent Program Assessment Office (IPAO). Justin is also Reed's lead for program analytics tasks.
Prior to joining Reed, Justin was the risk manager for Environmental Responsible Aviation (ERA) Project under NASA's Aeronautics Research Mission Directorate's Integrated Systems Research Program, and the Inflatable Reentry Vehicle Experiment (IRVE-3), both at NASA Langley Research Center. Justin has also supported Commander Naval Air Forces Atlantic executing risk studies of aircraft carrier/air wing deployments and Naval Surface Warfare Center Carderock performing program and risk management on multiple technology demonstration craft.
Justin also worked for as risk manager of aircraft carrier refueling complex overhaul programs; the once in a fifty year refueling of Nimitz class aircraft carriers. Preceding his role as risk manager, Justin designed electrical systems for aircraft carriers and was a nuclear shift refueling engineer, overseeing nuclear fueling and refueling of nuclear aircraft carriers and Virginia class submarines.
Justin graduated from the University of Virginia (UVA) with a BS in Electrical Engineering and earned his MBA from the College of William and Mary (W&M). Justin is also a Certified Cost Estimator Analyst (CCEA™).
Justin is an active member of the Hampton Roads, VA chapters of Project Management Institute (PMI), International Council on Systems Engineering (INCOSE), and Society of Cost Estimator Analysts (SCEA).

Director, Program Capture and Implementation
Paul is the business area leader for Reed Integration’s newly formed Department of Defense Strategic Business Unit (DoD-SBU). In addition to his responsibilities for the SBU, Paul has the responsibility for the management and execution of the business unit’s inaugural contract with the Naval Research Laboratory in Washington D.C.
Paul has over twenty-five years’ experience in systems engineering and defense acquisition. His experience includes the design, development, performance testing and fielding of large scale systems ranging from SIGINT/ELINT processing through surface and subsurface combatants to networked space defense systems. He has held technical positions from staff engineer to technical director and leadership positions from program manager to corporate vice president.
Prior to joining Reed, in his position of Vice President for L3 ComCept’s Integrated Missile Defense Strategic Business Unit, he successfully secured and led this new business through its inaugural USAF Space Command contract. The business unit was compromised of a newly acquired UK based engineering firm as well as domestic engineering resources. Upon the completion of the transition of Solipsys into Raytheon, Paul accepted the position of Director of International Programs within Raytheon’s Integrated Defense Systems division. In this position he was responsible the division international missile defense strategic initiatives.
Following the merger of the Solipsys Corporation with Raytheon, Paul held the positions of Vice President of Operations and a Member of Board of Directors for the newly formed subsidiary. In this position, he was responsible for the day-to-day operations of the company and its interaction with its new parent company.
Paul joined Solipsys in 2001 as Director of the Solipsys Tactical Component Network® (TCN®) Programs. In this role, he was responsible for the execution of the NAVAIR SBIR Phase III program which integrated TCN® into the U.S. Navy’s 7th Fleet. Following these milestone events, Paul was promoted to Vice President of Programs, wherein he had responsibility for all ongoing contracts, as well as the dual responsibility for the expansion of new business as the Vice President of Business Development. As Vice President of Business Development, Paul led Solipsys into its first international licensing agreements.
In 1997, Paul joined Newport News Shipbuilding and Dry Dock Company. During his employment he held a number of progressively responsible positions. Most notable of these positions was Program Technical Director for the CVN(X) future aircraft carrier program. In this position, he successfully led his team through a US Navy acquisition reform initiative to commercially contract for the design and development of the aircraft carrier warfare system. He was responsible for the definition and execution of the Warfare System Integration competition, a program valued at nearly $1B. This successful competition led to the selection and placement of a subcontract valued at nearly $500M and the receipt of DoD acquisition excellence accolades.
While employed by Lockheed Martin, Paul held the position of the Aegis/CEC Program Manager for the design, developmental, functional testing and operational assessment of the USN Cooperative Engagement Capability onboard ships of the USN Aegis Combatant fleet. Upon the successful completion and live fire operational testing, Paul and his team received both USN and industry Aegis Excellence awards for their efforts.
Prior to his assignment to the Aegis program, Paul held the position of Program Manager for the design and development of the Command and Control and Non-Acoustic elements of AN/BSY-2 submarine warfare system.
Paul holds Bachelors in Mathematics from Rowan University.
John A. Greene
Operations Manager, Reed Learning Institute
John Greene is the Associate Project Manager for the Reed Learning Institute. Mr. Greene manages multiple federal training contracts, course development, course logistics, course delivery, and business development for the Reed Learning Institute.
Prior to working in the Reed Learning Institute, Mr. Greene was a Corporate Communications Associate with Reed Integration, Inc. He was responsible for public and media relations, supporting corporate marketing efforts, and providing process management and logistics for multiple contracts.
Mr. Greene has worked in Federal Government public affairs and internal communications. During his federal employment, he supported numerous public relations, media communications, internal communications, and production efforts. He holds a Bachelor’s degree in Communication from Christopher Newport University, where he served on the executive board for the Sigma Kappa Chapter of Lambda Pi Eta, the National Communication Association Honor Society.

Director, Process Assessment and Innovation
Jon Bell is a Senior Engineer at Reed Integration, Inc. He supports Reed Integration, Inc.’s NASA Strategic Business Unit from the Reed corporate headquarters in Suffolk, VA. With over nine years of industry experience, a B.S. in Mechanical Engineering from Virginia Tech, an MBA from The College of William and Mary, and both the Certified Cost Estimator/Analyst (CCEA) and Project Management Professional (PMP)® designations, Mr. Bell’s extensive engineering and management abilities help to solve our clients’ most difficult challenges.
Before joining Reed Integration, Inc., Mr. Bell was an Associate at Booz Allen Hamilton, where he provided Project Management, Cost Estimating, and Applied Economic Analysis support to various Navy and DoD clients. His work included life-cycle cost estimation, business case analysis, and feasibility studies. Prior to working for Booz Allen Hamilton, Mr. Bell was a Mechanical Engineer for Northrop Grumman, where he served as an Integrated Product Team Lead Engineer, responsible for the design, development, and manufacture of seawater cooling systems in the propulsion plant for the Ford Class aircraft carrier.
Mr. Bell received his Bachelor of Science degree in Mechanical Engineering from the Virginia Polytechnic Institute and State University in 2004, and his Master of Business Administration from the College of William and Mary’s Mason School of Business in 2008. Additionally, Mr. Bell received his Project Management Professional (PMP)® Certification in 2009 and his Certified Cost Estimator/Analyst (CCEA) Certification in 2010.
Corporate Finance Manager
Alex Campbell is currently The Corporate Finance Manager. Alex has over 12 years of combined experience with business and financial management, cost estimating, project management and consulting. As the Corporate Financial Manager Alex applies accounting directives, policies, guidelines and regulations to help plan and direct Reed’s financial activities to ensure financial reporting compliance and implement corporate financial strategies. He is involved with every aspect of daily business operations and reports directly to the CEO. Alex has also provided independent cost analysis support to high profile NASA programs and has developed customized cost, schedule, and risk simulation tools for various independent assessment contract efforts.
Prior to joining Reed Integration, Alex was an Associate at Booz Allen Hamilton and supported an array of cost and economic analysis projects for various Department of Defense clients, including the Navy Expeditionary Combat Command (NECC), Commander Navy Reserve Forces (CNRF), US Navy Cyber Forces (CYBERFOR), and US Air Force Air Combat Command (ACC). These efforts included various Business Case Analyses (BCAs), Return on Investment (ROI) studies, cost estimates/analysis, independent verification and validation of cost, optimization models, forecasting models, readiness analysis, risk analysis, Earned Value Management (EVM), database development, and project management. Before Alex’s consulting career, he owned and operated a franchised tax preparation business.
Alex is a PMP certified project manager. He earned his MBA from Wake Forest University and holds a Bachelors in Business Administration from Radford University with concentrations in Finance and Economics.
